And, on the flip side of that coin.............
Peru had one of the earliest (March 16th) and longest (four months) lock downs. But it has the highest daily deaths per capita in the world now.
Once hailed as a COVID-19 “success story,” Peru is now the COVID-19 case study that lock down advocates no longer want to discuss. For months on end, Peruvians were largely forbidden from leaving their homes. The country began its lock down like many others, by cutting itself off from the rest of the world, closing its borders to outsiders, and shutting down the nation’s economy and society. Similar to policies seen in U.S. and Europe, only “essential” businesses were allowed to be open. Peru then took the shutdown a step further. The military has enforced a nationwide mandatory 10pm-4am curfew (some cities have lengthened the curfew to 8pm-5am), most “essential” stores are only open for a handful of hours a day (most grocery stores close at 3pm), and citizens face extreme penalties and legal consequences for failing to abide by the rigid restrictions.
 
Peru is an extraordinary example of a horrifically perfect storm occurring in a developing nation.

Yes, their government closed borders early and citizens were told to stay home. But comparing Peru, a very poor nation where 44% have no refrigerators and so must food shop daily, to wealthy Sweden, is like comparing apples to oranges. Or Matchbox cars to Mack trucks.

So, they have an enormous death toll in Sweden due to not mandating normal health precautions, and then they come up with the asinine logic in the above quote?

That sounds like the news item I read a few months ago, saying that Diet Coke is a health hazard, because people who drink Diet instead of regular Coke feel free to eat more fattening desserts!

This guy Tegnell sounds like a total idiot. He will have all that illness and death on his conscience for the rest of his life. But he's probably rationalized his way out of it.
