I figured a lot of the penalties would've been lifted or changed but not this soon. To me the school needs to be purged of anyone and everyone who benefited by the scandal NOT being revealed a decade earlier. Especially those who did nothing. Lets assume by the late the 90s the school knew what was going on. Anyone who attended, worked or played sports for Penn State benefited by not having that scandal or revelations made public since the late 90s should pay. The football program would've been in the tank for years. The desired "party" atmosphere would've lost it's luster. Attendance probably would've declined. A lot of departments would've lost miscellaneous grants, funding and subsidies long before. The school lived off of and benefited from fruit of the poisonous tree if you will. The scandal broke in what 2011, I've would've waited a full four years to cycle any players & staff out that enrolled, attended, applied to work for the program under the false premise of squeaky clean.
I would go so far as to say the school should pay the amount of time from when it "knew" which was the late 90s by all accounts until 2011 which would be 12 years. Too many benefited for over a decade by NOT having the scandal revealed or dealt with years earlier.
