'neighbors' now purposely generating noise to harass me.

Sorry you are dealing with this. It sounds horrible. I hope you can resolve this problem quickly and effectively.
I was a de facto landlord/building manager for around eight years. It was actually my boss' job but he didn't want it. Neither did l but guess who won? It was an eighteen unit building. My office was just few yards from the building. I never advertised. Got the best referrals from the current tenants. No one is going to recommend someone they don't want to live near. It was trust on both sides.

The units were older but the rents were reasonable and we renovated when we could.

Surprised. At least they did the floor right or maintained it.. Can hear/ upstairs cabinets and doors open and close, running water, showers etc

Did they ever find out why. Entire walls?-Can hide bodies and drugs in space like that.
I don't have the faintest idea why they did that. Yeah, from floor to ceiling was just studs- no dry wall on any interior wall. Wires hanging down. I don't know what they did with all the drywall- it seemed like they just had regular trash. My landlady's bedroom is on the second floor next to their appartment, and she never heard anything????

Play Rick Astley all night long, loudly!
I wouldn't mind. I like the beat of Rick Astley songs. Back jn Belgium we lived next to a nice tavern right right up against a shared wall with my bedroom and they played the juke box. I really liked that. They were mostly American songs. We didn't have much of television there, so it was entertainment. As to Rick Astley, I can kind of understand the reaction. He probably doesn't have much of a male fan base.

I would definitely move if I could. Noisy neighbors are awful! When I bought my condo I bought on the top floor because I didn’t want someone over me. My complex is very quiet.

It’s mostly owners that live here but you can rent it out. However, if a tenant is noisy the board notifies the owners and if it doesn’t stop we start fining the owner. That usually fixes the problem quickly.

I thought that was made illegal a long time ago. Housing opportunity laws.
No, it's not. Who in the rest if the world who reads a newspaper am l supposed to invite to come fill out an application for an apartment to rent? That's why l didn't advertise. You willing to be my body guard when Ted Bundy shows up? Every person referred who shows up will get the same equal consideration.

What you're thinking of is the law about discrimination when putting a house on the market for sale. I did get my real estate license before l realized that's not the kind of of thing l want to do.

.......
It seems to be working in reverse here.

Just by 'coincidence' the vacancies are filled with partiers, gamers, pot heads, younger 'adults' loaded with tech. All the new tenants have been one of the first applicants. All them have the same behaviors. Personally someone past or present is kept informed and/or is telling their friends. Some former tenants visit and/or are friends with current tenants.

I left that part out. They were good tenants and l had trust in them. They did the referrals and then l did the work of meeting with the applicants, doing background checks, checking with the former landlords and owners, doing credit report checking ,etc.

No, those were basically slumlords so what would one expect? People should do their own investigation and research as to where they want to live. When a tenant behaves in a way that disturbs the quiet enjoyment of the rest of the building they will be evicted pronto after due process.

do you suffer from migraines and or tinnitus. I was having strange occurrences as night while trying to sleep. All kinds of different things, hearing slight radio music, hearing people having conversations, just all kinds of things.

I do suffer from migraines and tinnitus. I have swelling in the tissue of my head and neck during these headaches. I have learned that with all the pressure in and on your head it can cause your hearing to go nuts, eyeaches, toothaches and severe pressure in your sinuses. For a long time I thought I was going mental. The doctor finally agreed to give me sleeping pills after a long battle. All this has pretty much stopped, the noises and I can sleep.

Do you live alone, like me. Have anyone verified they are hearing these things too? If not, it may be time to talk to the doctor.

Try to find an age restricted (55+) apartment complex. My dad lived in one if these - it was very nice.
I have been looking but until someone moves which usually takes a passing or one way trip to a nursing home vacancies are rare. And when I have inquired the 55 plus are the slowest to respond probably because they don't have vacancies.

I did notice I started getting e mails again from one of them but it's not what I'm looking for.

I thought I had found a cheap mobile home about 2 years ago so I went to the park to find out a property management company had just taken over and raised the price of a unit that still needed repair. They seemed honest but they emphasized the point there will be yearly raises and seemed to be looking for higher income residents.

I don't know if you live in a big urban area. But can you move, even a few hours away to an area with cheaper rents? I'm sorry you are going through this.

Since this apartment complex sold, it's not what it used to be but nothing going on like that. It sounds horrible.

Billionaires are buying large numbers of homes, apartment complexes, and mobile home parks. They raise the rent and force out former tenants. According to recent studies (one by Zillo) this contributes to the current homelessness crisis.
This is absolutely 100% happening and no one is doing anything. No politician really cares. It needs to stop. And I understand foreign investors also.

Try a 4' x 8' - 2" sheet of foam insulation propped against the sounding wall. The dead air space may stop / greatly reduce the bass sounds.
What you may be hearing is a DeWalt floor fan / one room no window Air conditioner or De- Humidifier They might sound like a steady rumble thru the floor / wall. Maybe sit it on a rug or cardboard box. They may make different sounds as the cycle.

This made me think of a guy up the street.

His oldest boy moved back home after losing his job. He got lucky and was interesting enough to actually make money on YouTube and Rumble and Patreon covering high school sports.

To make it work he needed a "sound studio" in the corner of his upstairs bedroom. They border on a fairly busy street and we're in the flight path of a lot of landing planes.

They went to an auction and bought several panels of old office "modular furniture" walls and shelves. In the corner of the room they made a "U" shaped 5+ foot high "office" about 10 by 12 feet. It takes up room in the bedroom, but after they bought fire-resistant "egg crate" foam squares and pinned it to the inside and outside of the 3 walls. The wall at his back has a green-screen cloth hanging over it so he can add video backgrounds electronically.

It is nice and quiet in there. It seems to mute the traffic rumble pretty well. He can get two chairs in there and even do interviews.

This building is very close quartered basically a medium sized single home. It's just too small for some of the new tvs, speakers, sound bars. And I've gotten noise bass from above and below too. They say one needs the density of concrete to really reduce noise and insulate every corner not just the 4 corners of the room. Also they say corners can amplify sound. That probably means every corner even where studs meet the floor and ceiling.
As far as the adjoining apartment it's simply too close. The rooms are not even 15' wide. Even cheap speaker will throw sound 50 ft. It's not even about the adjoining neighbor putting something on the opposite wall. Also the floor seems 'shared' in they probably built one floor for the entire floor then studded it out. It doesnt feel like a dedicated/isolated floor. When kids play you feel them jumping etc- note they run out of gas way quicker than partiers or gamers.

The bathroom fans which I can here from below and or side have a higher pitch whine/electric motor sound. There is a dehumidifier in a common area but it's basically just loud and unless one listens for it won't notice in the rooms. I also open the door to see if there's an exterior noise involved.

Sounds like a nightmare to me... you need to MOVE !!

In the uk houses are generally made from Concrete or brick.. and even then it doesn't quieten all of the noise if you have a sharing wall with a neighbour.. or if you live in an apartment building..So just having stud walls (which again here in the UK would only ever be use to partition off interior walls in a home.. not built like that from scratch.).. would absolutely do very little to quieten any noise at all from neighbours either side , below or above... ...you have one option... and that is to find somewhere else to live....and in the meantime wear headphones...

I have one of those little noise making machines that have different sounds on them. I use the surf one that helps block noise from outside. I do not think in your instance that it would work but hopefully you will solve the problem with help from people on here taking the time to give advice.

You know, reading your post makes me think of the others I know that have similar problems, or better yet, the folks that have stayed at our house and complained of "no noise"...we live on 12 acres in "natureland". It was like they wanted to run screaming back to the subdivision...lol.

You are getting some good advice here and do hope you will find a "easy to live with" solution to your issue. Even normal homes have noisy neighbors, barking dogs and screaming kids to deal with so know you are not alone.

That I get but they tend to be background noises. Their noises are dominating the room like they are my own. I have to experience their daily life minute by minute. The noise is disruptive as is but the repetition makes it worse and disturbing.

I believe that.. about the noise..or rather the quiet..

I grew up in the city with a houseful of people... when I married and moved away, I couldn't sleep despite being in a Married quarter in a small naval town, it was far too quiet..I was so used to city traffic, and noisy household.. so for the first 2 years of my marriage I had to sleep with the tv on for some background noise..

Now 50 years on..I have to have quiet... absolute quiet.. and I live in a relatively quiet area.. and still I'm so aware of the slightest noise..I sleep with earplugs.

I got the habit of the earplugs because my husband was a horrible loud snorer, and now he's gone, I still cant sleep without them..

Wondering...you must have a long lease, if you moved there before Covid and the landlord might be trying to get you to move now. Most folks just have a 2 yr lease at most from what I've heard. Hope the noisy neighbors haven't been living next to you since you moved in. My DIL wears those sleep masks - she can't stand to see any little lights at night. Sounds like those sounds are vibrating in the thinly insulated walls.
