New York is the only state in the U.S. that administers Regents exams

I heard a blurb on the news that the powers that be are considering doing away with these tests. Just more dumbing down of school children.

The "regents" students, which are usually for the college-bound, have to take two final exams - one in their school's subjects and the Regents.

If you don't know what these exams are or care, here a link:

that link is a huge amount of info.. which I'm not going to read.. can someone explain basically.. what a Regents exam is and what it's for ?

Colleges place a great deal of important to Regents scores. It's key to being accepted into a university.

On what planet do only "top academic students" attend college these days?

It sounds more like a scheme to keep elite schools for the elite.

Everybody in NY took them when I was in high school in the 1950s. In hindsight I am inclined to think the $ could have been used better.

The Regents exams and diplomas was an attempt to standardize a minimum level of learning required for a HS diploma throughout NYS. The NYS Regents exam typically substituted as the class final exam and a certain number of passes of the Regents final exams in core courses was required to get a NYS "Regents" diploma.

When I went to HS the Regents were a constant worry for us C students. In the last 20 years or so for any serious student the Advanced Placement exams were the most important tests, perhaps providing college credits depending on the college and grade earned on the test.

I believe your out of date on this point. I don't remember any talk of Regent's scores as my daughter applied for colleges in 2016, including at least 2 colleges in NYS.
