NO penalty for CIA for spying on US Senators

A "panel"/"intelligence" committee said no penalty for the CIA spying on US Senate computers in particular.

Isn't the CIA supposed to track foreign spies and supposedly has few powers on US soil?

So an "intelligence" committee says no penalty for an "intelligence" agency spying on US citizens. Sort of like saying the "intelligence" community did nothing wrong after we investigated ourselves.
 

If your politicians are anything like ours, and I think they probably are, the intelligence services should get extra funding, not penalties, for keeping them under surveillance.
