No staring...

It seems like parts of the story are missing. What things happened that made staring so bad? Is this a multi-gender club? Is this creating a story to get more customers?

This "stare" thing has all the makings of an urban myth. Really, why does this Ausie law only apply in one particular nightclub, and in every other club, you can legally stare your eyes out? Are cops really watching guys look at women and have a stopwatch checking out if it's a 4 second legal gaze, or a 5 second ogle?
 

Oh I like that rule, I once had a dorm mate who stared at me the whole time I was taking a shower (dorm shower room didn't have curtains for the shower stalls). She didn't like Americans and it felt very hostile, bad enough that I remember it to this day.
