They think it's nearby boaters living in their boats anchored a short distance away. They're called anchor outs. That is very true... it happens here and it happens in Spain and Greece that I know of personally..

yep where there's boats there's a LOT of money. near to where my second home is in Spain we have a Marina where bilionaires moor their yachts.. these boats cost millions some of them...
