In the UK, the local mayor wears a chain of office similar to that worn by the fellow in the photo. I wonder if he's the local mayor of some community or other? You don't see many politicians so brightly attired. Good grief, he makes me look sane.

It's not the gold chain in and of itself. It's the entire look. Like something out of a Strawberry Shortcake cartoon.
