I love that.. such a kind heart. he reminds me of my daughter, she would do almost excatly the same thing as she drove down the mountain from her home every day there would be another abandoned dog on the side of the road. She'd get out of the car and sit with them to get their confidence in her. She carried a bag of dried food in her truck for exactly this reason. sometimes the dogs would be too terrified of humans, and she would just leave a little bit of food and water and do this for several days at the same spot before they realised she was no threat.
She couldn't take all of them home to have as pets, she already had dogs of her own and she had Kennels and a cattery to run , but she would take them temporarily home, have her vet give them the necessary vaccinations, and then she would advertise for homes for them.. she always found them new homes.
There was 3 dogs who won her heart over the years that she rescued, and she took them for her own..They were in a really bad state when she got them, but they all thrived under her care, and lived long lives, and the last of them is now 14.. and you've all seen her many times on this forum.. her little chihuahua Pixie
