What a lovely soft technique that is. Maybe Oil Pastel Pencils?

I think this is also an Oil Pastel technique but not as

refined as your Bunny with Carrot Cake, SeaBreeze.

Probably because the artist didn't use the pencil type pastel or blending as much.
