Received village tax bill

What is the difference between a village tax and a town tax?

water and sewer are utilities, so they are payment for services used, not a tax, right?
 
There's both a village and town of Stillwater here. The village tax goes to pay for village government and services. The town tax goes toward town government and services.

We have a debt service on our water and sewer bill which make it a lot more than it otherwise would be. Here that call it a tax.

That is one of 4 annually. There's also the county tax, town tax and school tax along with a water and sewer fee twice a year. Last year I paid almost $4400 in various taxes.
Even when you subtract the water and sewer fee that’s fairly high taxes for living in a very small town in a rural area.
 
We lived in upstate New York when we were in our early 20s. Back, then the cost of living was high in comparison to wages. After living there for two years, we went back to Wisconsin, which had a cheaper cost of living and higher wages.
 
$655 this year, up about $10 from last year.
That is a very low increase, I wonder how they can afford such a small increase these days? What kind of services do they provide? Do they have a fireworks display in the summer? I suppose the small town I lived near in Nebraska must have done something with their budget but it felt like the only services they provided were a little park with playground equipment and an annual fireworks display.
 
We have several fire stations and also a DPW which handles things like public area maintenance, road repair and sewer problems. Then there's the village board's salaries and probably a slew of other things I can't recall at the moment. They do have fireworks on "Family Day".

After having been 'frozen' for years, our 'council tax' bill was up 10% this year to 1900 pounds - about 2500 USD. We pay 10 instalments over the year and this covers all the amenities in one bill.
