It's a safe place to retire. I saw a lot of respect for older women there.

I only stayed there a few weeks. A lot of iron bars and high walls. Guy I rented from said there was a problem with theft. I mostly saw locals and didn’t go to the resorts or ex-pat areas, which I assume don’t have that issue. Good surfing! Wish I knew more about demographics. No help, sorry.
Visited in 1984 and was favorably impressed. San Jose is in tropical latitudes, but the elevation made it very comfortable. Our hotel did not have heat or AC and didn't need them.
I recall learning that if you were there as a retiree you could bring in a car duty free. I believe there were other benefits as well. The people we encountered were friendly, even though I had a poor command of Spanish.
