Road rage In DC. Driver gets out of car to shoot mom, injure child

I would have thought that the time it took for the driver to exit his car and go to the other car that perhaps, some sense would have come to him. But I guess I am assuming too much.
 

The shooter's name is Kenneth Miles Davis Jr.

My guess is that he's not an American.
 
I try not to even blow my horn when the light turns green and the car in front doesn't move. First thing I think of is that the person's face got to be stuck in a phone. Second thing is not to p-ss off the person since almost everyone is armed.
 
It’s really becoming surprising to me how the simplest of things can cause a person to suddenly lose it. We all make a mistake behind the wheel now and then. If we would just give a person a moment to collect their thoughts, it would save everyone a lot of grief. Most times when a person cuts someone off, they have been distracted, maybe by their phone, their child or something outside their vehicle. If there was no harm, move on.
