There's a lady in Ukraine whose parents live in Russia. They call each other every day. None of them are in a gulag.A pretty naïve view.
The Russians not only track all phone calls in Russia but most of those in Europe as well.

If the authorities get wind of that number, they'll likely block it, or go as far as blocking all Ukraine phone numbers. For now, the system is working and the main reason I found it interesting is that it shows how much the Russian and Ukrainian people care about each other, and how callous Putin's invasion is. The people on both sides are fodder in his envious, totally vain quest to become more powerful than the west.I was speaking figuratively.
There are large numbers of Russians living in Ukraine and vice versa. However be in no doubt that's the FSB monitor all calls.
The Russians invented the Secret Service in the 16th and 17th century and they are still the masters add it.
The GRu are just clumsy thugs compared with the FSB.If Russia's modern day Security System is anything like their Military it is seriously lacking, I doubt they are tracking everyone.
