My guess someone has public utility/phone company experience and equipment. If one opens a manhole wouldn't it raise suspicion if there are no orange safety cones, work area signs, a guard rails surrounding the hole along with various hoses and wires utility workers normally are seen with/use? The FBI and police should learn what a utility work site should look like.
