Shoplifting Suspect With Dementia Sues Police

This again is in Colorado, is there something in the
water or the air there that is affecting the police?

How are police supposed to deal with noncompliant people? What level of force is necessary? There's no flashing sign that says "mentally ill person, here". Having worked in a psych hospital, there is no limit to bazar behaviors. If you were the store, owner, who was being shoplifted, would you be OK with the cops, if they said, "We found her, but she walked away. There was nothing we could do."

The article says she weighs 80 pounds. Was there no other way to restrain a tiny, elderly woman than by pushing her to the ground and putting her in handcuffs? Can't the police dept. have some trained personnel with a little bit of knowledge about people with dementia?
 
I was astounded when I saw this. Why would they need to push or knock an elderly woman to the ground, no matter what she had done. I swear..serial killers known to be armed get treated better!
