Well, these folks might have some ideas ... sorry
I did a DuckDuckGo search for "plastic bag over mailbox" and this thread was the first result ... plastic bag over mailbox

Because of the snow and freezing rain lately, I put a plastic bag over the mailbox and secured it with clothespins because of a concern the lid might freeze shut.

I don't ever like to assume, but first of all I assume because clothespins were needed, that it was a good size garbage bag. So my probably wrong / bad guess is that someone was walking down the road ... maybe walking their dog ... and it was snowing and freezing rain. They saw the plastic bag and thought ... instant poncho !!! Just tear a hole to slip their head through and instant weather protection. Dunno but I'd do it
