Intelligence gathering is only as good as the organizations that collect the data.
The NSA knew about the 9/11 terrorists well before the terrorist attack but did nothing. They didn't even share their information with the FBI.
Condoleezza Rice commented that they receive so much data that it's impossible to discern what's important and what's just noise, or something to that effect. If that's the case, WTF good is it?
It's a lot of good if you have capable and competent people looking at the data and acting on it. That just wasn't the case in 2001. And of course, people tend to think that everyone thinks like them, so their response was "nobody could have foreseen terrorists using aircraft as missiles." They had ample warning but chose instead to focus on missile defense systems.
