You may well be correct. But it’s my understanding that state law downgraded shop lifting of $950 or less from a felony to a misdemeanor, which can rarely mean jail time.State law reads it is an Infraction in and of itself, a non arrestable non jailable offense!

Once people realized that they were unlikely to be arrested or prosecuted for stealing below $1,000, they, of course, responded to the incentive.
