You may well be correct. But it’s my understanding that state law downgraded shop lifting of $950 or less from a felony to a misdemeanor, which can rarely mean jail time.

I was talking about the jaywalking penalty and jail time, not shoplifting, I admit I was not exactly clear on that in post 48, sorry.

Even California jaywalking has been virtually legalized, the reasoning being that Black jaywalkers have been disproportionately ticketed.

1 1/2 shrink is the total shrink not just loss from theft. The number usually includes accounting errors, miscounts or mishandling of returns, exchanges, employee theft etc. If one and a half percent loss is from theft on the floor alone that's an alarming number and probably low in some crime ridden areas.

Also there are leases and mortgage payments to make on their stores/property. Theoretically one would want income to pay the basics so it doesn't have to come out of pocket. Crime is so bad in some of the OP areas I don't know if they could even sublet those buildings/property at this point.

lots of the closed stores in my area that used various excuses to close...........it was clear one had people begging and harassing customers and counts of customers dropped...................... They close and these buildings remain empty for a long time ........ the little shops that often are set up in mini mall type things near a Target or such now have less and less foot traffic so they close up too...

It can even be the reputation of the area .....
crime follows the money........ close one place they migrate to next closest location of similar or Target store.... but the area of the closure even if now deserted by thieves can be held back by the reputation of issues that caused a store to close even years ago.

Maybe it is time to go back to public shaming ...... have their photos proudly displayed on wall of the store they shop lifted from.
