The Best & Worst States To Do Business in 2020

There is some correlation between a state's business environment and personal economic well-being (e.g., jobs, salary levels, availability of capital, goods and services, etc.) The Chief Executive magazine released it list of the best and worst states, which I've listed below (in no particular order than being in top or bottom ten).

Ten Best States For Business: Texas, Florida, Nevada, Tennessee, Indiana, North Carolina, Arizona, South Carolina, Ohio, Utah​
Ten Worst States For Business: Alaska, Hawaii, Oregon, Washington, Massachusetts, Connecticut, New Jersey, Illinois, New York, California​

This is, of course only one source. There are others, such as Forbes (behind a pay wall) . Such a list is just one clue to any state's chances for economic well-being. It should be noted that "open source" (i.e. anyone can edit) Wikipedia had some negative comments about this source.
 

What was the main difference between these lists? Taxes, getting enough skilled help? Did the article state any differences?

I believe it was some statistical inference gained from a poll of chief executives. Technically, they should be in a better position to judge business environment than, say, some media pundit or analyst. I am guessing the detailed report is for CEO eyes only, which leaves me out.
