Yes, being a multi lingual Police officer in Canada is very common, because we recruit from all of our over 150 language groups. We also seek applicants who have a University 4 year degree in a STEM subject. In return Canadian Police officers are very well paid, and 100 percent of their equipment, uniforms, lap top computers and I phones are provided to them by the service they work for. OPP recruits start at $67,000 per year, plus 100 percent medical for them and their spouse and children, day care at no cost, and in remote postings a rent free house, they pay the utilities. A 5 year Constable will earn over $100,000 a year, plus overtime, court time, and free life insurance on the officer, plus tuition assistance for further education during their career. In return Canadian Police are held to a high standard in terms of professional ethics, and over sight by Provincial Police Boards, made up of local elected officials and members of the public. In Canada, Police do not investigate themselves. Each Province has a civilian investigative agency that investigates cases where a person is seriously injured or dies in a interaction with Police. The civilian investigators are supported by forensic investigators, and the coroner's office investigators. The reports are made public, and the Provincial Attorney General may lay charges in cases where wrong doing is suspected.
Here is a link to a recent case investigated by the Ontario Police Investigation group. It involves a crime scene where 2 South Simcoe Police officers were shot and killed in a house. and a third officer shot the armed man who shot the 2 dead officers. The gun man then shot himself with his rifle The ruling was that the third Police officer acted lawfully by shooting the armed man.
