Here in Canada for at least the past 30 years, those arrested have their tats photographed as a part of the "prints and pictures " part of their identification process. Tats are a good way to identify the dead, or as in this case, those who are being sought for crimes they have committed. Gang members are usually fully tatted, with the gang signs and their past periods in prison commemorated in ink. JimB.

Gang-affiliated individuals or those who have done hard prison time tend more towards facial tattoos, and this guy is clearly hard-core and extreme, truly an “in your face” kinda thing. But there are those of us who sport tattoos invisible under normal clothing you’d never discern as permanent jewelry or a personal statement.
