Uncertain of open water certification

This morning I traveled to Syracuse to continue quest for open water certification. I forget my paperwork thus postponing beginner level certification until next Spring.
Originally the plan was to finish my open water dive 11/7-8 at Alexandria Bay NY.

After consulting with my instructor I was told there was no guarantee I would dive 11/7-8 if the water was cold. On that note I decided to wait until spring to refresh my skills and hopefully take my open water exam.

I started back in June and as of yet have no record of completed dives or skills a fault of my former instructor. This ordeal has been time consuming and costly.

As for the former instructor you had, I would be filing a formal complaint and derogatory report on him or her.

I wouldn't allow any road-block or obstacle to derail my quest to save someone else in the future from wasting their time.

A formal letter sent to NASE - National Academy of Scuba Educators, or NAUI - National Association of Underwater Instructors, would be where I would start.

I was thinking the water there would be pretty cold. So sorry it turned out like this. I agree with AuntvMarg.
