I have been asked by many people about quotas. I was never given a quota or a command to write 'X' number of tickets. Never even came up. When we (any Trooper who writes a report and has a lot of certainty that the case may go before judge) our report went to our Barracks Commander before being submitted. This is allowed him the opportunity to review the case, as well as the facts that were stated in the report to make certain that everything was done properly.
I will add this. There was never a time when I was on Turnpike duty and using the radar did I ever rerun to the Barracks with not having written at least a few citations. People just don;t believe in obeying the speed limit, no matter how high it is. I remember it being as low as 55 mph and now it is set at 70 mph and we still have people out driving at 85-105 mph. Wife in the car, kids in the car, it doesn't matter. I think life means very little to them. I pulled one man over going 101 mph. When I walked up to the car, his wife was yelling at him and whacking him with her pocketbook. She yelled, "Are you trying to kill us?" I told her, "I believe he is."
