Out here in California we had a series of large mental hospitals where those judged insane (often after committing criminal acts) were housed and treated. Then California decided to house the mentally ill in friendlier less restrictive housing. The inmates of several state hospitals were moved to what was termed halfway houses. Big surprise! Most didn't stay there long. Seems they preferred back alleys and parks where they could drink and shoot up as they wished, without well meaning care takers looking over their shoulder. My Son-in-law, a San Francisco police officer always carried free vouchers for a bed in the plentiful housing. He was continually frustrated by his inability to give away those vouchers. The potential recipients didn't like rules.It seems that certain idealists have the idea that if there are no police, there will be no crime. How ridiculous is that? The amazing thing is that our governments are happy to go along with it.
The same thing is happening in Britain. Police are so ineffectual, they mostly don't even bother to turn up to the scene of a crime, it is simply noted as a statistic.
