Patented in 1927 in Utica, NY and made of iron and leather.

WHAT IS IT?
 

It looks like it would be strapped to ones feet. Maybe for climbing trees?

I second that.
There is a leather belt to wear, along with strapping the feet in. And maybe the circle thing goes around the tree, for chopping down said tree?

Foot hooks for gathering a crop into bundles for cutting?
 
I agree on the tree climbing belt and hooks. The belt is to help keep the climber from falling off of the tree. It looks really similar to a linemans belt and hooks, so it may be for climbing power poles rather than trees. It would be hard to get those long spikes around the branches on a tree, but fine for climbing one of the wooden power poles.

Although they could be used for tree climbing they were designed for linemen to aid in scaling poles, so you BOTH share credit for the win.
