Dang, right on the first try! Huzzah!!!
This was on the captain's desk; he'd ring the bell for his servant, and in the meantime he'd take care of ship's business with the inkwell that's in the center.
Late 19th century, supposedly with a provenance that traces it back to some sea-going worthy. It even still has the little hammer that he struck the bell with (lower left side)!
