What is this tool?

Found in a box of things I hadn't looked through since moving.

I think they are crafting scissors, I think for making the ends of ribbon curl, but I'm not sure. I have seen them before, that I do know.

They look like garden scissors I used to use when I had lots roses. The part in front of the finger and thumb holes can be used for stripping thorns from roses.
