Only a few new forums suggested by our members have mods. I have been using a simple rule when adding a new forum: whoever suggests a new forum, they need to moderate it and keep it organized, they may also have the motivation to keep it active.

It's easier for me, and I don't have to make many decisions.
As for the moderation of the whole board, it's really not much work as long as I don't have to read every post and trace back history to decide who is the bad guy. If removing a couple of posts can't get a thread back on track, I will lock it. When I'm out of town, I can do a quick check with my phone, a few clicks are enough to keep the forum clean, but I need my computer to post or converse.
Last time we added a super mod, it's a disaster, we lost a very helpful member. I don't dare to try it again.
