Why is Mexico shooting at our Border Patrol ?

What were they thinking ?? This is just an unbelievable story ! Did they not realize that they had flown over the border, and were in American airspace ??
Apparently, the Border Patrol vehicles were well marked, so they had to know what they were shooting at. No one was hurt in the incident, but the Border Patrol agents were definitely right in the line of fire.
The report says that Mexican authorities called and apologized for what happened; but the real question here , is, WHY did it happen ??
Where did they think they were , and who were they trying to shoot ?

As a side question, what is the border like at that point? Apart from GPS, how do you now which side you are on from the air?
I always imagined a big river, but obviously that wouldn't go all the way between the two countries.
