Probably someone on their way back home to PA from the GOP convention in Cleveland. They are demonstrating how Trump's "job plan" will be a success. Trump's plan will train folks for a job gluing "America steel" onto billionaire's cars. Once fully trained and skilled at using "Super Steel Glue", they can move up to "Super Wall Building" and move to the Mexican border for a "real job".
