Why walk children by a river?

A slow running creek or lake is one thing
But
A swift body of water or ocean shore is another
It can take you, no matter how good of a swimmer

Sneaker waves can grab you and send you out on an out going tide

A toddler......two years old?!
Gotta put you 'tween the water and the toddler
Teach them to respect that water

Off a bridge?
You gotta be kidding
 

I grew up in a California beach town. My grandmother continued to live there, so we often took our very little kids to the beach, a lot of little hands were held, to avoid losing anyone in the water.
 
Any toddler out walking with parents should
be wearing a harness, when out of his buggy,
I think anyway.

There's a two year old boy missing, who appears to have fallen into a river in Leicestershire. It's a current story on the UK news headlines and as usual gives scant details.

It's described as a tragedy, which it is. However, what was the mother doing walking him by a river at all?
I don't know the circumstances but cannot imagine the reason to be there and risk that. Two year olds will explore and know no danger but the mother ought to.

I think that's harsh. Young children go near rivers every day, and rarely do they fall in and disappear. We can't wrap our kids in cotton wool the whole time. I mean, where could they play? Not near roads, not near anywhere where strangers might get access to them, not in play parks because they could fall off something and hurt themselves..... Meaning, where does it all end?

Or, is this simply a terrible tragedy? A horrific event that no-one expects to happen or experience. Sometimes these things look obvious, but we're looking at this from the point of view of history. A walk by the river sounds like a fine day out for a two year old!
