Would you eat this? Wisconsin Department of Health warns against eating the 'cannibal sandwich.

Whenever I hear the word "cannibal," I'm reminded of that cute little quip:
When a cannibal shows up late for dinner, he gets the cold shoulder.
 

Raw ground beef is a common meal in some parts of the middle-east. It's called kibbe and it's served topped with a spoonful of olive oil. But they mostly get their meat from the nearest butcher who gets it from a cow that was walking around just the day before.
Correction @Murrmurr....that would be mostly fresh lamb...I grew up on Syrian Kibbe eaten raw or cooked....was delish and no one ever got sick from it....came from the local butcher guy in our cities.....
 
I remember the first time I heard of doing that was in high school.

We had to read this book called Alas, Babylon. It took place right in the town where we lived in central Brevard County, Florida, near the Kennedy Space Center (still called Cape Canaveral when the book was written in 1959) and the main characters all lived on a road called Indian River Drive (aka River Road) which is a couple of blocks from the HS I went to.

The only thing that is fictitious about the geography is the name of the town "Fort Repose".

It is actually called Rockledge.

Somewhere near the beginning of the book, one of the main characters came home and made himself a sandwich upon which he put raw ground beef.

He actually called it the same thing.... a cannibal sandwich.

That is the only part of the book I remember.

"In his kitchen, Randy made himself a cannibal sandwich. Lib considered his habit of eating raw ground round, smeared with horseradish and mustard and pressed between slices of rye bread, barbarous. He’d explained it was simply a bachelor’s meal, quick and lazy, and anyway he liked it."

I also have eaten Kibbeh nayyeh or raw kibbeh is a Levantine mezze. It consists of minced raw lamb mixed with fine bulgur and spices. Kibbeh nayyeh is often served with mint leaves, olive oil, and green onions. Pita bread is used to scoop it. It is sometimes served with a sauce of garlic or olive oil.Wikipedia
 
If I was ever going to try raw hamburger it would have to be the 93% lean or better grade.

I would not want to eat a lot of raw fat.
