Possibly, but you get the jest of my idea. Kinks would need worked out, but moving towards a system that closely resembles that of Tracking Apps for Smart Phones and things, I believe would be an ideal way to go.
 

My BF has a handicapped licence plate, he doesn't have the card that hangs from the mirror. Now it may not look like he is handicapped but he definitely is. He can walk but not far. Most of the places we park are free parking for everyone around here.

as long as i don't have to use a smart phone to park i don't really care. lol

How about this (I'm feeling a bit mean) - Handicapped parking spaces that have triggers that will vaporize cars that illegally park there? I'm just kidding - or am I ???
 
Many Handicap placards have a registration number on them, so when they are stolen, we can detect them by scanning their barcode, if their placard has one or we have to type in the code to a website we use. All in all, it only takes about 15 seconds to run the code either way. There are heavy fines if the driver is caught using a stolen handicap placard. The owner is responsible, not the driver of the car here in Pennsylvania.

So you're saying that the owner of the placard is responsible and pays the fine, and not the driver using the stolen placard?

Not at all. If a police officer goes through a mall parking lot and scans handicap placards and a placard had been reported as stolen, there will be an investigation. The owner is responsible for what is in his car. It's the same with seatbelts. The driver receives the fine if his passengers aren't belted, but it's a secondary violation, meaning that the driver would have had to been stopped for some other violation. Some people believe that the passenger who is unbelted receives the fine. This is not true in Pennsylvania. This also applies to littering or throwing trash out the window. The driver is cited, regardless who threw the contraband out the window.

My confusion was around the owner of the placard versus the owner of the car. You just said "the owner" and I made the incorrect assumption based on the highlighted portion of your previous post.

That was my bad. The post was somewhat ambiguous.
 
I have disabled plates and the hanging placard. For me, it’s not about being close to the store, it’s about having the space wide enough to get in and out of the car. We’d be better off having the disabled spaces further away from the door so non disabled people wouldn’t feel so deprived of a close space.

The resentment comes, IMO, from a disabled person walking all around a Wal Mart, but that same person can not walk far to get into the store. This is silly. On days I can’t walk far, I have a walker that turns into a wheelchair and a husband that can push me. Or I can go another day, when I can walk better. I can not push myself in a wheelchair.

In our state, we don’t get free parking with a placard, just a guaranteed wide space. people need wide spaces to get in and out of cars with the least amount of pain possible, or room for the walker/wheelchair.
 
Our car has a h/c plate on it. We also have a hang up placard which we can use if riding in a rental car or someone else's car if we are present.
Some crap little towns will charge you the full fine if you forget to hang up the placard, even if you take it in later and show it to them. Having the plate prevents that. Fines are typically $250. In FL you don't pay meters if you have H/C plate or placard.
I once saw a motorcycle with H/C plate. I had a H/C plate on my golf cart in AZ. The cart was 21 years old and had never been on a golf course.
 
The placard is good because if you get a friend to take you shopping or something you can use the placard on their car and you can't take the license plate off your car and put it on theirs.
