We usually keep at least 30 extra rolls. But we've always bought extra, so we don't buy more than one 12 or 24 pk depending on what's available at the time, when we get below 24 in reserve. We do the same with several things. Weirdly,because i know a lot of people here let their cats be outdoors--the cat litter got scarce last time. We have 3 and they are strictly indoors. But i won't buy huge quantities of extras because in a pinch i can shred newspaper, or bring in sandy soil from outside (i have a bit of land. ) i try to just keep two weeks ahead on needed amount because they've usually restocked in that time.

Last year, people were arrested for breaking into cars & stealing toilet paper. The thieves were flushed out but they got off Scott free. Police tried to investigate, but they have nothing to go on.
News like this gets me down in the dumps & leaves me feeling flushed.
This situation wasn't Charmin last year & it isn't now.

I saw a tv report showing a TPshortage in one isolated Costco. Was unhappy to see that , feeling that it might impel people who otherwise would otherwise shop reasonably into another hoarding frenzy. Apparently it has. Disgusting.
 
When I was a process server, one guy I served a summons to got mad.
When I told him, "This is a summons & complaint," & handed the papers to him, he said, "Why don't you shove them up your a--?"
I said, "Because they're regular paper, not soft like toilet paper & it would hurt."
He had to laugh.....
 
I'm not surprised at all. You can't control stupid and stupid is running amok with diappers on their faces. Seems to me that some people would rather line up for toilet paper than to get a job and go to work. Do I fear socialism creep in with a welfare society for the "young and restless." Yup! I do fear!

I've noticed something similar going on where I live. The shelves on many of the grocery store aisles aren't fully stocked and haven't been for a while and there's a noticeable shortage of toilet paper, paper towels, napkins and tissues. I assume people are preparing for all situations. Bottled water, candy and canned soups are less plentiful. So far, I see ample amounts of coffee, tea, flour, cereal, canned tuna, pastas, rice and pet foods.

Some of this could be due to people stocking up but I assume part of it is also because there is such a backlog in shipping goods throughout the country.

Last year at this time stock shelves were often empty as people hoarded Spam, beans, pancake/bread mixes, rubbing alcohol, and toilet paper. With the recent increase in reported covid cases, they are taking precautions against unanticipated shortages. Like you, I have noticed that shelves are looking emptier than normal albeit not as badly as last year at this time. Hopefully, stores will fully stock up on all needed items and we will not have any shortages.
