initiate a pm to absolutely anyone at all, except one person. I have tried about
12 members just as a test of my own to see if it applies to many members etc.

Try me. I haven't set any restrictions. If you are unsuccessful it would then be perhaps because you are still too new a member. Otherwise I have no idea, and you should contact a moderator for an answer.

Since this initial post, shortly thereafter everything has worked fine, messaging
no hold ups or issues, both sending and receiving have been going well.
