Sponsoring 500 immigrants from Peru to take care of sheep & perform the low paying service jobs is different than housing, feeding & providing health care for millions of illegals. Pretty sure fast tracking work permits would be the way to get around hiring.
That set up reminds me of liberals complaining that the wealthy exploit the poor.

Somehow I suspect the Peruvians fall into the incredibly poor.
