Paid leave? Just what does that do for the individual? If this is about paid vacation from the place you are working, that depends on where you work. It is an 'earned' benefit for the working individual, not just some cash benefit from the government just for the benefit of existing.
For me, it depended on where I worked and for how long I worked with the company. I don't remember if any of it came from my union membership or only from the employer. It varied, by employer, from one or two days after 6 months for 1 week after one year to two weeks after two years and 3 weeks after 5 years then 4 weeks after 10 years, reward for being loyal to this employer. Some employers allowed to 'bank' any over two weeks of these reward years to collect in cash when retiring.
This is part of our Republic way of leaving the federal government out of our personal lives as much as possible.
