See that is outright tyranny. Pure communism.I can talk authoritively about what happened in Spain, and it was worse than most places other than the UK..
In Spain you could walk outside of your home directly outside if you had a dog.. that had to be walked.
You could go to work, but you mut have proof that you work at the place that you do, and you must go the most direct route..no going to grandmas house first or to the shops...
The army were brought in to stop cars and check.
All shopping had to be done at the stores closest to where you lived, if you were found further away then you faced a big fine... people were terrified of being stopped.
My daughter who lived in the mountains had to take her dogs to the Vets.., and she had to have letter from the vet saying she had an appointment.. otherwise the police would not allow her to continue on the road... she'd then usually have to go to a phaarmacy for the meds for the dogs, and she'd take a great chance of being caught and visit her partners' elderly father who lived alone.....on her way home..
In some ways she luckier than most because she lived in the mountaisn and had no neighbours so the air was fresh and clean... and she had 5 acres of Land so plenty to walk and exercise the dogs... but it meant that they were stuck up there for many months and couldn't travel anywhere except for the aforesaid necessities
here were the Police and army in Spain policing the streets...

I feel sorry for your family and her extended family having to go through that!
