Well, I wouldn't leave my suitcase on the beach.
I'd pick it up with my other stuff and go home before it gets dark.

Close to sunset so the suitcase has been on the beach since last night when the tide brought it in. Or left there by someone during the day?

If in America on a beach on one of the coasts I'd contact local police. If on a beach in a foreign country same thing call local authorities.

Since this is hypothetical I'm on vacation don't want to open a suitcase that might contain another persons dirty underwear. Still curious I'd wait for someone in authority to show up to see what they would do. Hopefully they would open it just satisfy my curiosity about what might be in it.

I think you'd better wait til you get back to America, to alert the foreign authorities.

There are too many missing variables for me to come up with a solid answer. I think the my most likely response would be to get close enough to view it from a distance and then contact the authorities. But I can imagine being places where I wouldn't do that and would just ignore it and get away to avoid being associated with it.
