Robert Oppenheimer left Germany shortly after Hitler gained power along with many other Jewish scientists. I think he along with all the others felt, that if Germany created the bomb first the results would have been so much worst. I believe they felt they didn't have a choice at the time, and IMO they didn't. He may have headed up the project that created it, but he wasn't the one who gave the order to use it.
