That is the correct way IF you don't have a cat.
If you DO, it must be the opposite so that when the cat spins it, it just goes round and round.
The way it is shown in that diagram would have the whole thing on the floor in a minute.

The idea is to create a counterweight to make tearing it off easier. When it feeds from the back, it requires 2 hands to keep it from unrolling as if you had a cat.
