I have never used marijuana for anything, either medicinal or recreational, so I have no fish to fry in this matter. But I have to answer Wontactmyage.

It seems to me that making a product legal would put an end to the cartels, or at least cut down on them. Why would we need marijuana illegally smuggled into the country if we could just buy it, like alcohol or any other legal drug?
Of course, there would be "profiteering," but isn't that the aim of all business enterprise? Who is profiting from the grossly inflated prices of ordinary food? What about restaurant meals, theatre tickets, the cost of airline travel, etc.? Profiteering is all around us.
About increasng driving hazards, I have no idea if marijuana plays any part in that. But we do know about alcohol. So, should that be illegal? It was tried once, and we all know how well that worked out. Although maybe people driving recklessly or causing accidents could be tested for marijuana use, the same as they are for alcohol.
