In the uk on a holiday where the govt offices close, we call that a Bank HolidayThis year, it's a Federal Holiday on the 5th.
Things closed on Federal Holidays are government offices - like the Post Office and Banks.
Everything else can stay open, and usually do.

Almost nothing was open on Holidays and Sundays so it required some advance planning.
No ATMs or credit cards so you had to make sure that you got to the bank after work on Friday.
Very few stores were allowed to be open and the sale of alcohol was prohibited.

All our shops including petrol stations sell alcohol....years ago petrol stations didn't sell anything but fuel, and small accessories needed for your vehicle..like oil, or chamois leathers etc.... now they're mini supermarkets.
However our Petrol stations shops all close to the public at aroun 11pm.. so no-one can enter the shop after then, and customers have to pay at a bullet proof pop up window in the forecourt..which is fine by me, and safer for the lone checkout assistant working there late at night

Sorry for the off topic..The above answers your question pretty much..In general, if the 4th falls on Saturday, we get Friday off, and if it falls on Sunday, we get Monday off. Otherwise, just the 4th itself. No, stores don't close for most holidays. Maybe Christmas and Thanksgiving and New Years.
The only time I've seen roping off of certain items in stores has been during this pandemic.. in Supermarkets they'd rope off the clothing areas, and hardware...I can remember the old “Blue Laws” from when I was a kid in the States, too. They would literally rope off things that you were forbidden to buy on Sundays in department stores, like clothing. Today you can buy almost anything in stores on Sundays, although places like car dealerships and other businesses are closed. Holidays especially if they fall during the work week see hyping for special sales and promotions, with Xmas the one exception...

yes here is the same, buy almost anything on Sundays.. many people would like to see the return of Sunday closing, especially now we can buy so much online...

Our supermarkets even if they're open 24 hours a day 6 days a week...are only permitted to open a max of 6 hours per day on Sundays..They can choose between 10am and 4pm or 11am and 5pm...smaller grocery stores can stay open from 7am till 11pm..( exactly like the old 7-11's)
