He was probably granted parole again & again for the same reason criminals are granted parole here in the U.S. To cut costs of inmate upkeep. Inmates have to be housed, fed, & also get medical & dental care.

In Canada there is thing called " A Dangerous Offender Status " which once invoked by the Courts, results in the person being sentenced to a indefinite sentence, to protect the public. In this case, I think that a Dangerous Offender charge should have been laid against Sanderson. Too late now of course. JImB.
