Well, William can't give up the throne until he gets it. And the Queen can't pass over Charles for William - it's not in her power. The only way Charles (short of dying before his mum) can NOT become king is for him either abdicate (and his Uncle Edward did) when the queen dies, or for the courts to say he's insane (in which case, he would still become king, but William would be regent) If William doesn't want the throne, he as to wait till it's his turn to become king, the abdicate - he can't do it in advance. I don't think any of them will abdicate and the queen looks like she'll last forever anyway.
