The main problem described by the OP is the "unskilled performers and unsterilized instruments" part of it. When circumcision of male newborns is performed by people skilled in modern medicine (usually doctors), it is recognized as a good preventative of future infections, and results in practically zero problems. It once was religion-oriented, but as it turned out, it is a commonly recognized medical procedure. The baby barely notices it.
But - and this is a big "but" - the disfigurements performed in some African countries on young teenagers and young women to prevent them from enjoying sex too much and possibly being promiscuous, or unfaithful to their husband and "owner" is primitive and beastly. It's incredible that this procedure is still being performed, even on terrified girls who have run away from home and are living in other countries in hiding from this ghastly procedure? From what I've read about it, it's still going on every day.
