My husband doesn't. He is the quick shower, shave and get out of there man. Minutes to get clean and dressed, no fuss. He does wet shave using a good gel. Yet his skin looks good for his age. He's never even considered a moisturizer.
As a woman, moisturiser is essential for me, for face, hands and feet daily. I don't overdo it or spend a lot at all, but without it my skin on those key places would feel tight and uncomfortable.
So are men, especially older men, generally still unwilling to moisturise? I get the impression younger men take more care of themselves.
