Fourth Hurricane To Hit Louisiana This Year-Why Do They Stay?

Many homes on the coast are built on pillars. Most of the damage in Louisiana was farther inland.

My heart always breaks whenever I see a storm destroy everything people have worked so hard for.
 

I agree, but it would be impossible to save people from all natural disasters.
Indeed, it would be, but just knowing people had a more safe and secure residence to go back to would be such a great thing.

New Orleans area was/is 'soggy.'
Building in a swamp results in a 'soggy environment.'
The Corp of Engineers have rebuilt the levee system-hope it is enough.

Hurricanes in The Gulf of Mexico used to be rear, no longer: six this year, not counting the ones that hit Mexico.
 
Roots are a powerful element in the rebuilding (I guess), and economics.

A question, is fed money available-only if you rebuild in the same area?

No answer to question, need those that are involved to explain why?
It has to be economics: fed money?
