This happens once every 823 years and is called Money Bags.

I just flipped my den calendar to the new month, will have to go and do the one in the kitchen. :hair:
 

:lol: Would that be because February has only 28 days (exactly 4 weeks) except in leap years?
2017 is not a leap year.

That doesn't sound right. Seems like every 3 years the month of February would have exactly 4 days of each of the days of the week since 28/7 = 4.
 
Look again.

2016 was a leap year with 29 days so one day of the week was repeated 5 times, all others just 4 times.
The situation in the OP is true for every non leap year February i.e. 3 three out of every four years, so the next time this will happen will be in 2018, then 2019 but not in 2020. The idea that this is a rare event is nonsense.

What would be particular rare for the month of February is having two full moons.
